Welcome to, a website set up by Council Member Rafael Espinal to investigate cable companies, who are overpromising and under-delivering. 



In June 2018, Spectrum (formerly known as Time Warner, or Charter Communications) was fined $2 million by the State of New York for failing to expand its broadband network on the deadline that it agreed to. This failure, along with Spectrum’s false claims about its services has recently been referred to the Attorney General’s office. The state is also suing Spectrum for intentionally advertising high speeds while delivering slower speeds to New Yorkers.

I firmly believe that all New Yorkers deserve access to high quality internet and communications services, and that no customers never be defrauded or ripped off for the services they pay for.

That’s why, as the Chairman of the Committee on Consumer Affairs and Business Licensing in the New York City Council, I will be investigating and recommending action against Spectrum and any other internet company that fails to provide quality service to New Yorkers.
